Same problem on 7.7 when WAN internet is absend. Trying to sync this router(R1 with ip 192.168.37.124) to the another mikrotik(R1 with ip 192.168.37.125) in LAN. On R2 it connects(screen in attach) but stiil in waiting mode. Other devices at this time syncs with R2 like a charm. Both are RB2011UiAS
